
The Treasury Department is responsible for: Town property - sale, rental, purchase; accounting; budget preparation and control; income investment and control; property tax and other revenue; tenders, quotations, municipal insurance and financial statements.
In 1997, the Province of Ontario passed the Development Charges Act, 1997. This act authorizes municipalities to pass by-laws to help recover some of the capital costs incurred to provide services to new residential and non-residential developments.
On July 7, 2008, Town Council passed By-Law No. 6080-08 being a by-law to impose development charges on residential, commercial and industrial development. In accordance with this by-law, development charges are set by type of dwelling unit and for each service effective August 1, 2008, and are listed on the Development Charges Chart below for reference.
On July 24th, 2009, Town Council passed By-law No. 6211-09 which amended By-law No. 6068-08, such that the scheduled indexing for August 1, 2009, of Residential and Non-Residential Developments charges be deferred for a period of one year until August 1, 2010.

All development charges will be indexed on July 1st of each year in accordance with the annual change in the Statistics Canada Non-Residential Construction Price Index.
All Development Charges (Municipal, Regional - including GO Transit, and Educational) are collected by the Town of Whitby and forwarded to the Region of Durham or the School Boards, as applicable.
An initiative of the Ministry of Municipal Affairs and Housing, requires municipalities to collect data, measure and report their performance in core municipal service areas for the year 2008.
Comparisons against other municipalities should be approached with an understanding that a higher or lower number does not necessarily indicate better or worse performance. Many factors including: environmental issues, geographic issues, such as rural and urban, accounting methods and allocation of corporate cost and overhead methods can affect the results for each municipality.

The Federal Gas Tax Fund originally committed approximately $1.9 billion to Ontario municipalities for environmentally sustainable infrastructure over a five year period (2005-2009). The Federal Government has committed to extend Federal Gas Tax Funding for an additional four years. This provides municipalities in Canada with an additional $2 billion per year from 2010 to 2014 under the Building Canada Plan. Municipalities can apply this funding to infrastructure projects that promote cleaner water, cleaner air, or reduced greenhouse gas emissions and help address a massive, province-wide infrastructure deficit.
For each project completed by the Town of Whitby under this program an Outcomes Report is completed and submitted to the Association of Municipalities of Ontario. The public can obtain information on this program by contacting the Treasury Services Division.
